at the APEC Business Advisory Council Financial Services Capacity
Building meeting on Nov. 8th in Honolulu, HI. This event preceded the
APEC CEO Summit, also in Honolulu.
Third
Annual Credit Reporting and Risk Management Workshop
September 26-30, 2011: Kuala Lumpur, Malaysia

PERC's Dr.
Robin Varghese attended
and presented at the Third Annual Credit Reporting and Risk
Management workshop held in Kuala Lumpur. The workshop, geared toward
regulators, boasted attendees from more than three dozen
countries--namely from Africa, Asia and Latin America. The Access to
Finance division of the International Finance division of the
International Finance Corporation organized and programmed the
workshop. In his presentations, Dr. Varghese discussed the research
behind the inclusion of non-financial information for risk assessment
and showed ways in which it can perhaps be better than any other
measure to facilitate financial inclusion. He also presented some
preliminary findings from PERC's revalidation of its alternative data
research. The findings showed that even after the financial crisis
the inclusion of utility data still expands access to finance and
considerably helps consumers.

Expanding Financial Access Through Regional
Public Private Cooperation Forum
September 6-8, 2011: Tokyo, Japan

From
September 6 through September 8, PERC's Director of International
Operations Dr. Robin Varghese attended and presented at the Expanding
Financial Access Through Regional Public-Private Cooperation Forum
for regulators and policymakers in Tokyo. The forum was sponsored by
Citigroup, and co-organized by a number of organizations including
APCC, PERC, the APEC Business Advisory Council (ABAC) and the Asian
Development Bank Institute (ADBI) to name a few. Policymakers and
regulators from more than a dozen APEC and /or ASEAN member states
were in attendance.
APCC
and PERC organized the second day session on "Improving
Information Sharing and Prudential Lending for Greater Financial
Inclusion." In three panels, experts, including Dr. Robin
Varghese and APCC members Anthony Hadley of Experian and Celina Leung
of TransUnion, presented key economic and legal concepts, regulatory
frameworks and operational lessons for regulators as they consider
how to structure credit reporting in more inclusive ways. The third
day also included a discussion of credit reporting for SME financing,
organized by APCC member Tom Clark of G.E. Capital.

2011 World Credit Congress

President Dr. Michael Turner served as a keynote speaker at the 2011
World Credit Congress, speaking on credit reporting reform within the
Asia Pacific region and serving as a member of a discussion panel.

APEC SME Enterprise Seminar
September 21, 2010: Sendai, Japan
PERC's
Dr. Robin Varghese presented on “How Information Sharing Can
Improve Access to Finance for SMMEs: Some Lessons for APEC Economies”
at a Seminar On “Getting Credit For Small And Medium
Enterprises.” The seminar, part of the Ease of Doing Business
(EoDB) program, aimed to deepen knowledge of utilizing credit
information to establish a better credit access environment. Vaghese
chaired working group sessions on information sharing and credit
access for regulators from twenty-one countries. The meetings were
part of the APEC Third Senior Financial Officials Meeting.

Meeting
August 26, 2010: Bangkok, Thailand
Robin
Varghese and Tom Clark presented on “Credit Information and
Legal Infrastructure for Consumer & SMME Financing:
Considerations for APEC 2011 Initiatives,” at the APEC Business
Advisory Council Third Meeting. While this meeting, APCC and PERC met
with officials from US Treasury, the finance ministries of Australia,
Japan, and the Philippines, as well as the Alliance for Financial
Inclusion and ABAC. The meeting discussed the content and programming
of the financial inclusion initiative that will be sponsored by the
United States in the coming year. APCC proposed an agenda for policy
maker education and outreach on credit information sharing and
financial inclusion.
